Adds a 'Linter baseline integrity' section: any PR ADDING a .golangci.yml exclusion for a function not already excluded on main is at least a [MAJOR]; only exception is a repath of an unchanged moved function. Complements the burn-down criterion. Closes bead bookshelf-4rvz on merge.

Reviewers must flag any PR that ADDS a .golangci.yml exclusion for a
function not already excluded on main as at least a [MAJOR]; the only
allowed exception is a repath of an unchanged, already-excluded function
moved to a new file. Prompted by #909/s7kr grandfathering New +
NewFetchIssueDetail that its own refactor bloated past the gates.
